The heater pad consumes 8.5 Watt as stated. It draws about 1.7A while doing so. With 20° ambient temperature it reaches about 30°. That's normal, as the little amount of 8 Watts over such a relatively large area dissipates very quickly. When folding it and holding it between two hands it starts feeling warm, but never hot. So this is just right for keeping something from freezing or for helping your clothes dry a little faster, but it will absolutely not keep you warm outdoors. It's nice for getting warm hands indoors though.
